Accenture Construct - Interconnection & Transmission Regulatory Manager, ANS

San Juan · full-time

You've Never Been Satisfied with "Good Enough." You didn't get into this to manage one piece of a project. You got into it to change how the world gets built. At Accenture Construct, that's the job. You'll help deliver the data centers, power grids, rail networks, factories and public infrastructure that keep communities moving — smarter, safer and more sustainably. You'll work alongside people who think big and act bold: project managers, engineers, technologists and strategists who pair real-world delivery with AI. And you won't be handed a slice of it. We take on whole programs, from early strategy through construction and handover, and we stand behind how they land. Because “good enough” builds the past. You're here to build what's next. Visit us here to learn more about Accenture Construct As Accenture continues to grow, you may see a variety of new career opportunities, and depending on the role and location you may be directed to apply through Accenture LLP or one of our other legal entities - Accenture Construct LLC or Accenture Construct Inc., with benefits varying by country and role, so please check with your recruiter for details. THE WORK: You’ll lead the company’s transmission interconnection strategy and regulatory engagement across its portfolio of utility-scale photovoltaics and battery energy storage projects in Puerto Rico. You’ll own the full interconnection lifecycle for each project: pre-application coordination, formal application submission, study phase management (Scoping, SIS/FAS/FS or equivalent), Interconnection Agreement (IA) negotiation, and commissioning milestone tracking. You’ll manage the client’s interconnection queue positions across the project portfolio; track milestones, cost allocations, required network upgrades, and queue withdrawal/transfer rights. You’ll coordinate with PREPA and LUMA Energy interconnection and transmission planning teams to advance study phases, resolve open technical items, and ensure study assumptions accurately reflect project design. You’ll review interconnection study results (scoping, system impact, facility studies) for technical accuracy, cost reasonableness, and compliance with filed tariffs and interconnection rules; prepare written challenges or requests for reconsideration where results are unreasonable or erroneous. You’ll negotiate Interconnection Agreements with support from legal counsel, track IA milestones, security posting and refund schedules, commercial in-service date obligations, and any post-IA amendment requirements. You’ll coordinate protection and control (P&C), metering, SCADA, and telemetry requirements between Coquí Power, EPC contractors, and the utility; ensure owner-side compliance obligations are clearly assigned and tracked. You’ll manage transmission service requests (TSR) and generation-tie delivery point studies where applicable; evaluate firm versus non-firm transmission options and their impact on project dispatch and revenue. You’ll monitor and participate in PREPA and LUMA Energy regulatory proceedings, rate cases, tariff filings, and grid modernization initiatives that affect interconnection rights, wheeling charges, or project economics. You’ll Track Puerto Rico Energy Bureau (PREB) dockets, integrated resource planning (IRP) processes, and reliability standards applicable to the portfolio; assess impacts on project permitting, operations, and compliance obligations. HERE'S WHAT YOU'LL NEED: Bachelor’s degree in electrical engineering or related technical field; advanced degree preferred. Minimum of seven (7) years of experience in electric utility interconnection, transmission planning, energy regulatory affairs, or a combination thereof. Direct experience managing interconnection processes for utility-scale generation projects (PV, BESS, or equivalent); Puerto Rico (PREPA/LUMA) interconnection experience strongly preferred. Demonstrated experience reviewing interconnection study results and negotiating or administering Interconnection Agreements. BONUS POINTS IF YOU HAVE: Fluency in both English and Spanish Professional Engineer (PE) license preferred but not required WHAT'S IN IT FOR YOU The biggest builds going. Hyperscale data centers, grid and generation, transit and rail, chip fabs, mines, water. If it's complex and it matters, it's on our list. You own the outcome. Not a workstream. Not a deliverable. Whether the program lands. AI that shows up on site. Program control that predicts instead of records. You'll use it, and you'll help shape it. Scale without the distance. More than 5,000 practitioners across the Americas, EMEA and APAC, on a team small enough that people know your name. Serious investment in you. Leadership development, technical upskilling and certification support. Work that outlasts you. People will use what you build for forty years without knowing your name. That's the point. Recognition that means something in this industry. Accenture Construct is ranked #6 globally in ENR's 2026 Top 50 Program Management Firms and #4 in Building Design + Construction's Top 80 Construction Management Firms for 2026. ABOUT ACCENTURE CONSTRUCT Accenture Construct is Accenture's global capital projects business. The data centers behind AI. The grid behind the energy transition.
