Overview Supply & Installation of Pool Safety Equipment and Depth Markers

Break Down Posted On: October 30, 2025 Closing On: November 4, 2025

Details To enhance the safety and compliance of the swimming pool area through the supply and installation of depth markers and essential pool safety equipment. The contractor shall supply, deliver, and install the following items at Dragon View:
  • 1. Supply & installation of pool depth markers - stainless-steel silver finish with black etching, size cm; 2 Nos; For main pool
  • 2. GBK-30 First Aid Kit (50 persons capacity); 1 No; Mounted at designated pool safety location
  • 3. SRBA 1600 ml Silicon Resuscitator Bag; 1 No; Emergency use
  • 4. LB 70 cm Life Buoy Ring with reflector (2.5 kg / 4 kg); 2 Nos; Mounted on pool railings
  • 5. ND 012.8 Acrylic Pool Safety Notice with sticker (English & Arabic); inch; 1 No; To be installed near pool
  • 6. Portable Water Testing Kit; 1 No; To test pool water parameters as per DM standards
Execution Requirements
  • All installations shall be carried out in compliance with Dubai Municipality pool safety requirements and manufacturer's guidelines.
  • Contractor shall ensure proper mounting, alignment, and visibility of safety equipment and markers.
  • Any damaged areas from installation shall be restored to original condition.
  • All equipment must be new, unused, and free from defects.
Terms & Condition Dubai Trade License and Activity

NOTE TO VENDORS As per the rules, all vendors supplying services in the Emirate of Dubai must have trade license issued by relevant authority in the Emirate of Dubai. Before you apply for any job in the Emirate of Dubai, please make sure to comply with regulatory requirements. Failure to do so can result in stoppage of funds through Escrow Account. HOAM bears no liability towards any payment that is withheld by the Escrow Operator.

Standard RFP process

1. Vendors are to use the ResponseForm provided and include all information requested by HOAM in relation to theRFP.

2. By submitting a Proposal the Vendoraccepts that it is bound by the RFP Process, Terms and Conditions (RFP-Terms)

3. Each Vendor will:
  • a. examine the RFP and anydocuments referenced in the RFP and any other information provided by HOAM
  • b. consider all risks,contingencies and other circumstances relating to the delivery of the Requirementsand include adequate provision in its Proposal to manage such risks and contingencies.
  • c. document in its Proposal allassumptions and qualifications made about the delivery of the Requirements,including any assumption that HOAM or a third party will deliver any aspect ofthe Requirements or incur any cost related to the delivery of the Requirements.
  • d. ensure that pricing informationis quoted in UAE dirhams (AED) inclusive of VAT.
  • e. satisfy itself as to thecorrectness and sufficiency of its Proposal, including the proposed pricing andthe sustainability of the pricing.
  • f. There is no expectation orobligation for Vendors to submit Proposals in response to the RFP solely toremain on any prequalified or registered supplier list. Any Vendor on such alist will not be penalised for failure to submit a Proposal.
4. Proposals are to remain validand open for acceptance by HOAM for the Offer Validity Period.

5. Each Vendor should satisfyitself as to the interpretation of the RFP. If there is any perceived ambiguityor uncertainty in the RFP document/s Vendors should seek clarification beforethe Deadline for Questions.

6. All requests for clarificationmust be made through the online system to HOAM's Point of Contact. HOAM willendeavour to respond to requests in a timely manner, but not later than the deadlinefor HOAM to answer Vendors' questions, if applicable.

7. If HOAM considers a request tobe of sufficient importance to all Vendors it may provide details of thequestion and answer to other Vendors. In doing so HOAM may summarise the Vendor'squestion and will not disclose the Vendor's identity. The question and answermay be posted (updated on the system) and/or emailed to participating Vendors.

8. In submitting a request forclarification a Vendor is to indicate, in its request, any information that iscommercially sensitive. HOAM will not publish such commercially sensitiveinformation. However, HOAM may modify a request to eliminate such commerciallysensitive information, and publish this and the answer where HOAM considers itof general significance to all Vendors.

9. Each Vendor is responsible forensuring that its Proposal is received by HOAM on or before the Deadline forProposals.

10. HOAM intends to rely on the Vendor'sProposal and all information provided by the Vendor (e.g. correspondence andnegotiations). In submitting a Proposal and communicating with HOAM each Vendorshould check that all information it provides to HOAM is:
  • a. true, accurate and complete,and not misleading in any material respect
  • b. does not contain IntellectualProperty that will breach a third party's rights.
11. Where HOAM requires theProposal to be delivered in hard and soft copies, the Vendor is responsible forensuring that both the hard and soft copies are identical.

12. HOAM will convene an evaluationpanel comprising members chosen for their relevant expertise and experience. Inaddition, HOAM may invite independent advisors to evaluate any Proposal, or anyaspect of any Proposal.

13. Each Vendor authorises HOAM tocollect additional information, and to use that information as part of its evaluationof the Vendor's Proposal.

14. Each Vendor is to ensure thatall referees listed in support of its Proposal agree to provide a reference.

15. To facilitate discussionsbetween HOAM and third parties each Vendor waives any confidentialityobligations that would otherwise apply to information held by a third party.

16. HOAM may, at any time, requestfrom any Vendor clarification of its Proposal as well as additional informationabout any aspect of its Proposal. HOAM is not required to request the sameclarification or information from each Vendor.

17. The Vendor must provide theclarification or additional information in the format requested. Vendors willendeavour to respond to requests in a timely manner. HOAM may take suchclarification or additional information into account in evaluating the Proposal.

18. Where a Vendor fails to respondadequately or within a reasonable time to a request for clarification oradditional information, HOAM may cease evaluating the Vendor's Proposal and mayeliminate the Proposal from the RFP process.

19. HOAM will base its initialevaluation on the Proposals submitted in response to the RFP. HOAM may adjustits evaluation of a Proposal following consideration of any clarification oradditional information.

20. In deciding which Vendor/s toshortlist HOAM will take into account the results of the evaluations of eachProposal and the following additional information:
  • a. each Vendor's understanding ofthe Requirements, capability to fully deliver the Requirements and willingnessto meet the terms and conditions of the Proposed Contract
  • b. except where the price is theonly criterion, the best value-for-money over the whole of-life of the goods orservices.
21. In deciding which Vendor/s, toshortlist HOAM may take into account any of the following additionalinformation:
  • a. the results from referencechecks, site visits, product testing and any other due diligence
  • b. the ease of contracting with a Vendorbased on that Vendor's feedback on the Proposed Contract (where these do notform part of the weighted criteria)
  • c. any matter that materiallyimpacts on HOAM's trust and confidence in the Vendor
  • d. any other relevant informationthat HOAM may have in its possession.
22. HOAM will advise Vendors ifthey have been shortlisted or not. Being shortlisted does not constituteacceptance by HOAM of the Vendor's Proposal, or imply or create any obligationon HOAM to enter into negotiations with, or award a Contract for delivery ofthe Requirements to any shortlisted Vendor/s. At this stage in the RFP process HOAMwill not make public the names of the shortlisted Vendors.

23. HOAM may invite a Vendor toenter into negotiations with a view to contract. Where the outcome isunsatisfactory HOAM may discontinue negotiations with a Vendor and may theninitiate negotiations with another Vendor.

24. HOAM may initiate concurrentnegotiations with more than one Vendor. In concurrent negotiations HOAM willtreat each Vendor fairly.

25. Each Vendor agrees that anylegally binding contract entered into between the Successful Vendor and HOAMwill be essentially in the form of the Proposed Contract.

Standard RFP conditions

1. All enquiries regarding the RFPmust be directed to HOAM's Point of Contact.

2. Vendors must not directly or indirectlyapproach any representative of HOAM, or any other person, to solicitinformation concerning any aspect of the RFP.

3. Only the Point of Contact, andany authorised person of HOAM, are authorised to communicate with Vendorsregarding any aspect of the RFP. HOAM will not be bound by any statement madeby any other person.

4. HOAM may change the Point ofContact at any time. This notification may be posted on the system.
