Asset Description- Access Control - 5 nos.
- Intercom System - 1 no.
- SMATV System - 4 nos.
- Public Address (PA) System - Installed in common areas
- ANPR - 6 nos.
- Preventive Maintenance - Quarterly (4 times/year)
- Breakdown Calls - Unlimited
- Maintain a reasonable inventory of essential spare parts.
- PPM consumables included in service.
- Priority 1 - Emergency: Within 1 Hour (fire/security risk, CCTV/ANPR outage, SIRA blocking issues).
- Priority 2 - Urgent: Within 4 Hours (safety threat, barrier non-functional).
- Priority 3 - Expedited: Within 8 Hours (non-urgent but reputational impact).
- Remote Technical Support: Immediate phone/video guidance to security or FM team when required.
CCTV / ANPR
- Inspect, clean, and test all cameras, lenses, and enclosures.
- Verify DVR/NVR functionality, storage, recording & playback.
- Confirm ANPR synchronization with barriers and database.
- Test remote connectivity and SIRA port forwarding.
Access Control
- Inspect readers, locks, PTE switches, and break-glass units.
- Verify controller communication and operations.
- Full diagnostics of automation units.
- Clean motors, cabinets, and check control boards.
- Inspect cabling, sensors, and barrier response time.
Intercom System
- Inspect devices and power supply.
- Test connectivity between all components.
- Verify integration with access control.
SMATV System
- Check dish alignment, cables, and headend equipment.
- Test signal strength and distribution.
- Replace faulty connectors/splitters if needed (chargeable).
PA System
- Inspect amplifiers, speakers, and cabling.
Test audibility across all zones.
Clean and service microphones and controllers.
General Terms - SIRA ComplianceThe contractor shall manage, renew, and coordinate all SIRA-related obligations for La Riviera Azure's CCTV, ANPR, and ELV systems, including:
- SIRA ANPR AMC & Connectivity Charges (annual).
- SIRA Video Guard Connectivity Charges (annual).
- Snappy VMS Sites- Technical support, VMS upgrade, and maintenance (annual).
- SIRA Inspection Charges (annual).
- SIRA NOC Charges (annual).
- Total SIRA Compliance Charges- consolidated annual obligations.
- Track expiry dates and ensure timely renewals.
- Submit required reports, logs, and compliance documentation to SIRA.
- Coordinate with Snappy VMS and SIRA consultants.
- Ensure DVR/NVR & storage remain certified under SIRA.
- Provide quarterly compliance reports to HOAM/FM.
The contractor shall provide detailed documentation and reports to HOAM/FM for tracking, compliance, and audit purposes. This shall include:
- Quarterly PPM Reports- Checklist of preventive maintenance activities completed.
- Breakdown/Callout Reports- Record of all breakdown calls with resolution details.
- SIRA Compliance Reports- Quarterly update confirming validity of all licenses, connectivity, and certifications.
- Annual Summary Report- Consolidated report of all PPMs, breakdowns, SIRA renewals, and recommendations.
- Vendor to provide PPE (uniform, gloves, masks, harnesses as required).
- Secure all work areas with partitions and warning signboards.
- Clean site thoroughly post-work; no tools or debris to be left behind.
- Vendor bears full responsibility for workforce safety and insurance.
Dubai Trade License and Activity
NOTE TO VENDORS As per the rules, all vendors supplying services in the Emirate of Dubai must have trade license issued by relevant authority in the Emirate of Dubai. Before you apply for any job in the Emirate of Dubai, please make sure to comply with regulatory requirements. Failure to do so can result in stoppage of funds through Escrow Account. HOAM bears no liability towards any payment that is withheld by the Escrow Operator.
Standard RFP process
- Vendors are to use the ResponseForm provided and include all information requested by HOAM in relation to theRFP.
- By submitting a Proposal the Vendor accepts that it is bound by the RFP Process, Terms and Conditions (RFP-Terms)
- Each Vendor will:
- examine the RFP and any documents referenced in the RFP and any other information provided by HOAM
- consider all risks, contingencies and other circumstances relating to the delivery of the Requirements and include adequate provision in its Proposal to manage such risks and contingencies.
- document in its Proposal all assumptions and qualifications made about the delivery of the Requirements, including any assumption that HOAM or a third party will deliver any aspect of the Requirements or incur any cost related to the delivery of the Requirements.
- ensure that pricing information is quoted in UAE dirhams (AED) inclusive of VAT.
- satisfy itself as to the correctness and sufficiency of its Proposal, including the proposed pricing and the sustainability of the pricing.
- There is no expectation or obligation for Vendors to submit Proposals in response to the RFP solely to remain on any prequalified or registered supplier list. Any Vendor on such a list will not be penalised for failure to submit a Proposal.
- Proposals are to remain valid and open for acceptance by HOAM for the Offer Validity Period.
- Each Vendor should satisfy itself as to the interpretation of the RFP. If there is any perceived ambiguity or uncertainty in the RFP document/s Vendors should seek clarification before the Deadline for Questions.
- All requests for clarification must be made through the online system to HOAM's Point of Contact. HOAM will endeavour to respond to requests in a timely manner, but not later than the deadline for HOAM to answer Vendors' questions, if applicable.
- If HOAM considers a request to be of sufficient importance to all Vendors it may provide details of the question and answer to other Vendors. In doing so HOAM may summarise the Vendor's question and will not disclose the Vendor's identity. The question and answer may be posted (updated on the system) and/or emailed to participating Vendors.
- In submitting a request for clarification a Vendor is to indicate, in its request, any information that is commercially sensitive. HOAM will not publish such commercially sensitive information. However, HOAM may modify a request to eliminate such commercially sensitive information, and publish this and the answer where HOAM considers it of general significance to all Vendors.
- Each Vendor is responsible for ensuring that its Proposal is received by HOAM on or before the Deadline for Proposals.
- HOAM intends to rely on the Vendor's Proposal and all information provided by the Vendor (e.g. correspondence and negotiations). In submitting a Proposal and communicating with HOAM each Vendor should check that all information it provides to HOAM is:
- a. true, accurate and complete, and not misleading in any material respect
- b. does not contain Intellectual Property that will breach a third party's rights.
