OverviewThe objective of this scope is to define the responsibilities and deliverables for Property Observer Services related to all Reserve Fund projects executed under HOAM during the year 2026.
ResponsibilitiesThe appointed Property Observer shall provide technical reports at various stages of each project, ensuring compliance with HOAM requirements and confirming proper utilization of the building's Reserve Fund.
Scope of Work- Prepare a Pre-Work Report detailing initial observations, scope review, and Reserve Fund eligibility validation.
- Submit Progress Reports at agreed intervals (typically aligned with payment milestones of the main job).
- Issue a Final Post-Work Report confirming completion, financial validation, and any post-completion recommendations.
- Attend site visits as required by HOAM.
- Maintain photographic documentation and sign/stamp all reports.
- Highlight any deviations, risks, or non-compliance observed on-site.
The Property Observer's engagement will cover each project from pre-work to post-completion.
This AMC shall remain valid for twelve (12) months - 01 January 2026 to 31 December 2026, covering all assignments within the year.
Reporting & Deliverables- All reports shall be submitted in both editable and PDF formats.
- Dated, signed, and stamped.
- Delivered within the agreed timeframe for each stage.
- Consolidated into a quarterly summary for submission to the HOAM Technical Department.
- The AMC covers a fixed annual rate for all Property Observer reports required during the year, irrespective of project number or value.
- No separate work orders or quotations will be required for individual Reserve Fund jobs.
- The Property Observer shall remain responsible for the accuracy, impartiality, and completeness of all submitted reports for a minimum period of twelve (12) months from their submission date.
