Senior Portfolio Manager
Location: Fully onsite in Oakland, CA
Schedule: Monday-Friday with every other Friday off (unpaid)
Duration: Contract up to six (6) months
Pay: $60.00 per hour
Position Overview:
The Senior Portfolio Manager is responsible for overseeing the daily operations and long-term performance of a portfolio of rental housing and real estate assets. Reporting to senior leadership, this role ensures that assigned properties are well-managed, well-maintained, and in full compliance with federal, state, and local regulations. This includes administrative management, financial oversight, staff supervision, and property maintenance.
Key Responsibilities:
Administrative & Compliance Oversight
Manage daily operations of assigned properties in an organized and professional manner
Ensure full compliance with local, state, and federal laws, including HUD and affordable housing regulations
Conduct regular quality control inspections of staff and vendor work
Oversee timely unit leasing and occupancy processes
Maintain accurate, up-to-date resident files and documentation
Post required regulatory notices and permits
Prepare reports and meet deadlines accurately and consistently
Monitor and ensure policy and procedure compliance among team members
Respond to property emergencies during off-hours as needed
Financial Management
Assist in developing and monitoring annual operating and capital budgets
Track financial performance and create variance reports
Ensure adherence to procurement policies for all property-related purchases
Collect and monitor rent payments according to policy
Review and submit rent adjustments and increases accurately and on time
Personnel Management
Participate in hiring, training, evaluating, and coaching property operations staff
Conduct timely annual performance reviews and establish staff goals
Approve timecards in accordance with payroll schedule
Promote a collaborative and productive work environment
Implement and enforce safety protocols in partnership with risk management
Respond promptly to workplace incidents and insurance claims
Property Maintenance
Oversee maintenance operations and ensure quality control on all work
Schedule and follow up on routine and preventive maintenance activities
Conduct property walk-throughs to ensure common areas meet standards
Manage work orders and ensure timely unit turnover
Perform annual and as-needed unit inspections, address housekeeping issues, and chargebacks
Monitor and manage maintenance supply inventory
Ensure safety compliance including completion of safety inspections and reports
Additional Responsibilities:
May act on behalf of senior leadership in their absence
Attend evening community meetings or board sessions as required
Minimum Qualifications:
Bachelor's degree required
Minimum of three (3) years' experience managing or supervising multiple rental properties
Knowledge of Section 42 Tax Credit Program
Familiarity with HUD and other affordable housing programs
Valid California Class C driver's license with insurable driving record
Strong computer proficiency and excellent organizational and time management skills
