Context: The Systems Manager will oversee design management activities and on-site field construction management for the Systems D&B package(s). The Systems Manager will monitor design review and construction supervision teams to ensure compliance with contractual requirements.

Responsibilities
  • Contract management for railway systems, including Systems Architecture, Power, Signalling, Communication, OCC, Cybersecurity, SCADA, RAMS, and related areas.
  • Overall responsibility for rail systems engineering, design, manufacturing, installation, construction, technical integration, testing and commissioning.
  • Serve as the primary contact with Client representatives, D&B Contractors, and government representatives regarding the Railway Systems scope.
  • Lead a team of 20+ engineers; manage manpower, materials, and equipment to maximize efficiency, maintain schedules, and meet budgets.
  • Coordinate with consultants and contractors to plan construction activities, identify milestones, and set priorities.
  • Resource management and activities planning; interface management between the Systems scope and other D&B scopes and stakeholders (including O&M operators).
  • Review design documents from Contractors and Stakeholders; ensure rail systems objectives meet international standards and best practices.
  • Ensure all design and implementation activities emphasize safety and quality culture.
  • Ensure client interests are met during design and construction; follow up on project instructions and commitments.
  • Oversee adherence to the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other relevant documents.
  • Coordinate RFI responses, monitor change orders, and make recommendations for construction progress payments.
  • Manage installation/construction activities across work areas; monitor progress and implement corrective actions as needed.
  • Prepare and submit all technical plans and procedures for Rail Systems; ensure compliance with international standards for railway design.
  • Develop technical specifications and coordinate site work with staff, contractors, and manufacturers.
  • Coordinate field and design changes, perform time impact analyses, mitigate claims, and resolve disputes.
  • Review and approve construction schedules and progress payments; coordinate with third-party stakeholders and regulatory bodies as required.
  • Promote a Beyond Zero site safety culture and oversee construction quality control/quality assurance.
  • Prepare periodic progress reports for higher-level management and client meetings; maintain strong client and community relations.
  • Identify and address potential problem areas to ensure critical milestones are met; perform additional services in support of the Project Director as needed.
Qualifications
  • Technical/Engineering Master's degree (minimum).
  • Minimum 15 years' experience in railway projects with at least 10 years in design and construction of rail projects.
  • Experience in project management, team leadership, planning, technical knowledge, and interface management.
  • Extensive experience coordinating and delivering railway technical solutions and system integration; freight railway experience preferred.
  • Proven ability to manage D&B contractors and sub-contractors; experience with multi-party projects of similar size and complexity.
  • Strong interface management and total system integration capabilities.
  • Excellent English (verbal, reading, writing) skills; strong problem identification and resolution skills.
  • GCC experience preferred.
