Job Description

An opportunity has arisen for a Procurement Manager to join a superb social housing provider in St Austell, Cornwall on a permanent basis. As a Procurement Manager, you will be responsible for procuring innovate and cost effective services and ensuring that third party contracts are compliant and in line with the Public Procurement Regulations.

Responsibilities:
  • To ensure that key business stakeholders make timely decisions on required contract extensions or closures, and that any new service provisions are planned in a timely manner
  • To understand and oversee service level compliance, identify and report on areas of concern and assist with remedial action
  • Start to end procurement of required services, such as: pre-qualification; negotiating supplier agreements; preparation of contracts; and tender management
  • Manage and monitor supply chain risk when planning procurements, and working with budget holders to mitigate risk
  • To actively seek out, consider and promote new and innovative procurement solutions that will provide greater value for money
  • Analyse procurement spend and measure the financial performance of this spend to ensure savings are achieved through the use of national, regional or local contracts
  • Pre market engagement, drafting and reviewing tender documentation and taking the lead on running procurement exercises, and working with all managers and senior staff to establish collaborative joint procurement activities


About the person
  • CIPS Level 5 Diploma in Procurement and Supply or equivalent
  • Preferably in possession or working towards MCIPS
  • Substantial and proven experience within a public procurement environment
  • Have a good understanding of the external influences that could impact upon procurement services
  • Experience of managing multiple projects simultaneously
  • Ideally be familiar with the ProContract Procurement Portal
  • Awareness of quality standards, and working with ISO policies and procedures
  • Good IT skills
