• The Manager of Transformation & Business Excellence is responsible for leading the design and management of Delegation of Authority (DOA), RACI frameworks, and company policies, ensuring alignment with organizational goals. This role drives continuous process improvement and governance across departments, enabling effective decision making and accountability within a dynamic real estate development environment.

• Design and manage the company wide DOA matrix covering financial, operational, and administrative decision rights.
• Establish tools and templates to guide consistent decision execution across departments.
• Ensure alignment of DOA with RACI, processes, and policies.
• Maintain version control and accessibility of DOA documentation.
• Support integration of DOA with workflows, systems (e.g., ERP), and organizational structure.
• Track DOA compliance rates and manage violations or escalations.
• Develop RACI framework for key functions and lead stakeholders workshops.
• Implement RACI and ensure alignment with processes, policies, and DOA.
• Optimize approval and operationalization of RACI and improve stakeholder satisfaction.
• Collaborate with external consultants to design policies and ensure regulatory alignment.
• Coordinate policy endorsement with Audit, Risk, HR, and Legal.
• Update policies in response to changing business objectives.
• Train employees on updated policies ensuring compliance.
• Collaborate on value chain and process design, ensuring legal and internal control compliance.
• Define and maintain service level agreements (SLAs) across functions.
• Monitor SLA adherence and address deviations.
• Update processes as business objectives change and train employees.
• Conduct gap assessments and recommend best practices for process improvements.
• Facilitate scalable Agile practices across teams and implement improvement actions.

• Authority sensitivity and management of DOA structures.
• Cross functional alignment with multiple departments.
• System and workflow integration of DOA and policy controls.
• Version control of large, diverse policy sets.

• Bachelor's degree in Business Administration or Corporate Governance.
• 7 10 years of experience in governance, policy management, and compliance roles.
• Experience in real estate development, construction, infrastructure, or heavily regulated industries.
• Demonstrated ability to drive cross functional governance adoption and manage policy frameworks.
