Job Purpose

The role aims to ensure the smooth and safe operation of the Roads and Transportation network in the Emirate of Dubai by operating and monitoring the performance of the EC3 systems linked to the OCCs systems within the RTA. It involves collecting and analyzing data related to the performance of OCCs in the RTA, governing all operational procedures taken by them, assessing the level of compliance with approved work procedures and policies, and submitting relevant reports.

Job Description

The Chief Operator will operate and monitor the EC3 systems linked to the RTA OCCs, collect and analyze performance data, govern all operational procedures taken by OCCs, assess compliance with approved procedures and policies, and submit relevant reports to supervising authorities.

• Implementing contingency plans and drill exercises according to approved procedures and preparing related reports, including observations, challenges, strengths, and recommendations.
• Receiving emergency calls and coordinating with the Operations Room within the Emergency and Crisis Management Team, monitoring and documenting observations using the centralized communication platform and the Integrated Multi-Modal Communication System (IMMCS).
• Governing event management operations and actions taken by OCCs using available technical resources, registering a new notification for each event in the EC3 System, monitoring observations and lessons learned, and submitting related reports to the duty supervisor.
• Conducting training workshops to transfer knowledge on approved work procedures, operations, systems in use, the integrated communication protocol for OCCs, etc.
• Preparing daily operational reports, including but not limited to Post-Peak Reports, Daily Performance Reports, and Daily Incident Reports, ensuring data accuracy, reviewing reports prepared by the Senior Operators, and submitting related reports to the duty supervisor.
• Checking the readiness of all technical systems in the Main Control Room, Command Rooms (Silver / Gold), and backup OCCs, and submitting readiness reports to the duty supervisor.
• Working in shifts covering 24/7 operations, including nights, weekends, and public holidays.
• Operating the Mobile Command Vehicle (MCV) during emergencies, crises, and major events as assigned, monitoring all actions taken by field teams using the systems available in the vehicle, and sending all updates to the Main Control Room and Command Control Rooms at the EC3.
• Monitoring and governing operational processes and actions taken by the RTA's Smart Monitoring OCCs by utilizing the integrated connection of the EC3 with the functions of their operational systems, ensuring availability of services and immediate escalation in case of supply shortages.
• Monitoring and governing operations of the RTA's Tram OCC through the integrated linkage of the EC3 System with the Tram Control System, ensuring on-schedule service and immediate escalation if emergencies arise.
• Collecting and analyzing operational data through the EC3 systems and dashboards, including daily performance metrics, Travel Time Index (TTI), Ridership Data, and more; preparing related technical reports with observations and recommendations.
• Preparing statistical forecast reports regarding passenger numbers at Dubai airports and weather conditions, and submitting them to the duty supervisor for dissemination.
• Ensuring readiness and availability of systems and digital equipment in the Flood Management Room, including data for various teams.
• Activating and operating systems and equipment in the Gold/Silver Command Control Rooms, supporting decision-makers in handling emergencies and crises at the RTA level.
• Activating backup OCCs in coordination with the RTA OCCs under approved procedures and supervision of the duty supervisor.
• Responding to all notifications received on the Enterprise Multi-Modal Communication and Control System (EMMS C2), verifying them using available technical tools in EC3, and handling them according to approved procedures.
• Monitoring and governing operations of the RTA's Traffic OCC using the integrated linkage of the EC3 System with Traffic OCC's systems to maintain smooth traffic flow and immediate escalation if emergencies occur.
• Monitoring and governing operations of the RTA's Bus OCC through the integrated linkage of the EC3 System with the Bus OCC System to ensure on-schedule service and immediate escalation if emergencies occur.
• Monitoring and governing operations of the RTA's Metro OCC through the integrated linkage of the EC3 System with the Metro OCC System to ensure on-schedule service and immediate escalation if emergencies occur.
• Monitoring and governing operations of the RTA's Marine OCC through the integrated linkage of the EC3 System with the Marine OCC System to ensure scheduled marine services and immediate escalation if emergencies occur.
• Executing additional duties as assigned by the direct line manager or the Department Director.

Education

# Diploma/Bachelor's degree in Business Administration or equivalent from a recognized university. Diploma: 8 years; Bachelor's: 2 years. Practical experience in the field of operational control centres in the road and transportation network or a similar work environment is preferred.
