Housing Assistance Representative I
Location: Fully onsite in Oakland, CA
Schedule: Monday-Friday with every other Friday off (unpaid)
Duration: Contract up to six (6) months
Pay: $40.00 per hour
Position Summary:
This role supports the administration of housing assistance programs and performs a variety of duties in compliance with HUD guidelines and internal policies. Under the supervision of a Housing Assistance Manager, the Housing Assistance Representative independently manages assignments in areas such as inspections, occupancy, rent analysis, outreach, homeownership, family self-sufficiency, and eligibility.
Key Functional Areas (Assignments may include one or more of the following):
Inspection
Conducts field inspections to ensure units meet housing quality standards.
Documents deficiencies and enforce compliance.
Responds to inquiries from landlords and tenants.
Approves rents within allowed ranges and gathers comparability data.
Occupancy
Counsels tenants and landlords on program responsibilities.
Ensures compliance with income and household composition regulations.
Assists in resolving conflicts and collecting debts.
Provides support in litigation-related matters.
Rent Analysis
Collects, reviews, and maintains rental data.
Negotiates HAP contracts and rent increases.
Ensures rents align with HUD/local guidelines.
May conduct quality control reviews and inspections.
Outreach
Identifies barriers to program participation and implements outreach strategies.
Conducts briefings and presentations for property owners, developers, and clients.
Establish relationships with real estate stakeholders.
Provides search assistance to clients.
Homeownership
Assists participants with homeownership readiness.
Coordinates with lenders and service providers.
Delivers information on home buying and financing options.
Prepares written reports, manuals, and grant applications.
Family Self-Sufficiency (FSS)
Markets the FSS program and engages local service providers.
Guides clients on building assets and achieving self-sufficiency.
Identifies educational and economic resources.
Conducts presentations and prepares related documentation.
Eligibility
Determines the eligibility of applicants from the waiting list.
Verifies income, deductions, exemptions, and household information.
Calculates initial and interim rents.
Inform applicants of obligations and outstanding debts.
Other Duties:
May lead or oversee the work of a small team.
Executes special projects or other duties as assigned.
Minimum Qualifications:
Bachelor's degree in business, public administration, or a related field;
OR 24 semester units of college-level coursework plus two (2) years of relevant experience.
Possession of a valid California driver's license and an insurable driving record.
Equivalent combinations of education, training, and experience will be considered.
Knowledge and Skills:
Familiarity with HUD Section 8 program regulations.
Proficient with Microsoft Office tools.
Ability to interpret and apply policies and regulations.
Strong written and verbal communication skills.
Capable of analyzing data, resolving issues, and guiding others.
